20 May 2012
The celebration of National Volunteer Week in Australia
last week provides
us on Norfolk
the opportunity to reflect on the invaluable role of volunteers in our community
and to say thank you to them.I
am sure that you will agree with me that our community is enriched and our
visitor experiences enhanced by the tireless time and effort expended by our
volunteers, the unsung heroes in this community. Ms Maureen King in a letter to the editor in
the Norfolk Islander of 19 May 2012 really said it all. Thank you Ms King.
June sittings of the Legislative Assembly
The next
scheduled sitting of the Legislative Assembly is Wednesday 6 June 2012 at 10 am. The first segment of the sitting is to be Ceremonial in content to
mark Her Majesty The Queen’s Diamond Jubilee. His Honour the Administrator, in
his Vice Regal role, and Mrs Pope will be present. At the conclusion of the Ceremonial component
of the sitting the House will suspend until 11 am when it will conduct its
usual business. Traditionally June is the month when we have two sittings and
June this year will be no different. As
part of normal business on 6 June the budget for the next financial year will
be introduced. At the second sitting currently
scheduled for the 20thit is traditional that the budget is passed.

Diamond
Jubilee of Queen Elizabeth II and the Norfolk
Island
Youth Assembly
Elsewhere in this
issue you will find an update of events being co-coordinated to
celebrate the
Diamond Jubilee of Her Majesty Queen Elizabeth 11 to mark the 60 years
of her
reign. The official celebrations will commence on Monday the 4th
of
June with a number of activities planned starting at the School where a
new
social networking site will be launched in the school library.The site is designed to facilitate Norfolk
Island’s Youth Assembly communicating with other youth organisations
around the
Commonwealth of Nations.The mission statement for the initiative is -
To create an innovative
online environment for Youth Assemblies and Youth Parliaments within the
Commonwealth to engage, network, discuss and learn from each other.By sharing information about their own
legislatures and local issues the youth in the Commonwealth will not only gain
knowledge of their own parliaments and processes, but they will learn of, and
from, others around the globe.
To provide a social networking site for new Youth
Assemblies and Parliaments to access high level educational downloads and
contact details for help and assistance from established Youth
Assemblies and Parliaments within the CPA.
To present opportunities for Members
of Parliament to access the site, mentor and engage with the youth on relevant
topics and issues.
To allow students that were
involved in the creation of the site in their youth to stay involved and
to help mentor and engage the youth of the Commonwealth.
Readers will recall that
Norfolk Island and the Isle of Man signed a
Cultural Agreement on 5 July 2011 in the Isle of Man.The Agreement includes a statement of intent that
“Educational establishments should be
encouraged to exchange ideas, ultimately with a view to an exchange student
scheme”. The social networking site is a first step to achieving this aim and
it is intended that the first link up be with a Youth Council in the Isle of Man.
Norfolk Island and NiueCommonwealth
Parliamentary Association (CPA) Branches to enter into a “twinning partnership”
It
is with much pleasure that we report that the Norfolk
Island and Niue CPA Branches have agreed to enter into a twinning
partnership under the Commonwealth Parliamentary Association Australian and
Pacific twinning program.Niue and
Northern Territory CPA Branches are already twinned under the program so this
new partnership provides an additional twinned parliament for Niue.
Speaker Adams has this morning received a letter from the Honourable Ahohiva
Levi, Speaker of the Niue Legislative Assembly, in which he and Members of his
Parliament endorse this new partnership arrangement which they see as being of
mutual benefit to both of our Islands.

Matters brought before the Legislative Assembly on 9 May

The Legislative
Assembly met on Wednesday 9 May 2012 at 10 am and concluded at 6 pm with a
suspension for lunch between 12 pm and 1.45 pm and with a second suspension
between 3.10 pm and 5.30 pm to allow Members to attend the funeral of Mrs Enid
Weslake.
The House
welcomed to the Public GalleryMr Ian Silk, a personal guest at Government
House, Chief Executive of
Australian Super, Director of ASFA and Chair of ASFA’s Policy Committee; a
member of the Financial Services Advisory Council to the Federal Treasurer; a
Member of the Federal Government's Financial Literacy Advisory Board; a
director of Yooralla and a friend of the Administrator to whom he was adviser
when His Honour was a Cabinet Minister
Leave was
unanimously granted to Ms Robin Adams and Mrs Rhonda Griffith.
The House rose
for a period of silence to acknowledge the passing of Leslie Quick Brown, Phyllis Trickey and Kenneth
Ricky Quintal.

The Chief
Minister made a statement to the House to update Members and the community on
the progression of the Roadmap.
Outcomes for
matters on the Notice Paper which were debated are as follows:
1)The House adjourned debate on the subject of Strata Title on Norfolk Island
2)The House agreed the conditions of appointment of Mr Graeme
Faulkner as Chief Executive Officer of the Public Service
3)The Norfolk Island Development
Report, the final report by Dr James Fogarty of Acil Tasman was tabled at the
April sitting of the House and debate on the Paper was at that time adjourned.
Debate was resumed and the Paper was noted by the House
4)Debate on the Sentencing (Amendment) Bill 2012 was resumed
and the Bill passed through all stages
5)Debate on the Immigration (Amendment) Bill 2011 was resumed
and the Bill was agreed to, following certain amendments

Diamond Jubilee of Queen
Elizabeth II
Events for the celebration
of the Diamond Jubilee of Her Majesty Queen Elizabeth 11 to mark the 60 years
of her reign are in the process of being organised by the Diamond Jubilee
Committee.
Her Majesty is the second
longest reigning monarch in British history and has travelled overseas more
than any other Sovereign in history. Throughout her reign, Her Majesty has made
an impressive 261 official overseas visits to 116 different countries which has
included visiting Norfolk Island on 11
February 1974.
The official commencement
of the celebrations has been set in the United Kingdom on Monday the 4th
June 2012 with the lighting of beacons. In Norfolk Island
it is intended that there will be the release lanterns at that time combined
with the unveiling of a plaque in Queen
Elizabeth Avenue to celebrate this occasion.
A project that is being
progressed is participation in a global interactive archive which provides for
photographs, videos and audio clips to be added to the web site which can be
viewed on www.historypin.com/DiamondJubileeAny person who has material concerning
the visit of Her Majesty to the island in 1974 and would like this to be
included to the website should contact Allen Bataille on 23691 or Paula
Mathewson on 22003.
In respect of a gift for
Her Majesty there is a print being commissioned which together with a community
card designed in conjunction with the Community Arts Society will allow for the
people of Norfolk Island to sign the card
prior to it being forwarded on.
A special Sitting of the
Legislative Assembly will also be held on Wednesday 6th June 2012 to
mark the occasion. (See above).
Other events are also being
organised and a program of these events will be published on the 2nd
June 2012.
